This is now part of TabularCSV in ISIS v3.3. In the "coordinate options" tab when using Coordinate Extraction, as well as the "output from bed/bank/extremity" options, there is also the "Output Elevations" check-box. Check this, and the "Output from bank marker" box, and it'll do the job. Remember to also check "Output blank records" if your sections aren't geo-referenced.
